VAR controversy erupts again as FIFA explains why Germany goal was disallowed, sealing elimination

FIFA announced on Tuesday that it applied a stricter officiating standard in ruling out Germany’s goal in the World Cup knockout round. The controversial decision ultimately ended Germany’s run in the round of 32.

In extra time on Monday, Germany defender Jonathan Tah’s headed effort was disallowed by the video assistant referee after he was judged to have fouled goalkeeper Orlando Gill. Slow-motion replays showed Germany player Waldemar Anton made slight contact with Gill, but the movement was not particularly significant, sparking immediate debate over the call.

Germany then lost in the penalty shootout, with Tah also missing a crucial spot kick in the shootout. FIFA Referees Committee chairman Pierluigi Collina stressed that officials must strictly punish players who block opponents without attempting to play the ball, especially interference with goalkeepers.

“Simply standing there does not constitute a foul, but if an attacking player is not contesting the ball and deliberately moves his body, even by a very small amount, with the clear intention of obstructing an opponent’s movement or interfering with his defense, then the referee and VAR should carefully analyze and intervene,” Collina explained.

“This is especially important when such tactical intent is aimed at preventing the goalkeeper from defending the goal. Coaches and players have all been clearly reminded, so it should not be surprising when referees punish this type of foul.”

Collina also noted that measures to curb time-wasting have already produced clear results. At present, time limits have been set for goal kicks, throw-ins and substitutions, and players must leave the field for one minute after receiving treatment for an injury.

“These measures have been very effective and are unanimously regarded as positive innovations,” Collina added.
